Sarah Cottrell, the Environment Advisor to Governor Bill Richardson, will address the meeting on the subject of the Western Climate Initiative (WCI), which is an alliance of seven Western states and three Canadian provinces that have come together to collectively address the problems of greenhouse gas (GHG) emissions in their region.
The WCI is due to be announced in August or early September of this year. This announcement will set in motion a series of actions in New Mexico to usher in a “cap and trade” system for mitigating GHG emissions in the state. This will be a very ambitious attempt to do what the federal government has not yet seen fit to do and will have consequences for every citizen in the state.
